Ural Forum 2019

XI Ural Forum Information security of financial sphere was held 18-22 February 2019 with the participation of state regulators of the Russian Federation in the field of information security. The organizer of the Forum is the Bank of Russia.

For the last 11 years the Forum has established itself as the main Russian information security event for organizations from credit and financial sphere. The Forum is traditionally attended by representatives of the authorized federal bodies of executive and legislative power and senior members of the Bank of Russia. The target audience of the Forum are the heads of information security and IT development departments of banks and other financial organizations, as well as domestic and foreign companies supplying information security products and services. The Forum is used by the Bank of Russia as the main platform for discussion of the development directions of information security in credit and financial sphere with the market participants (financial organizations, suppliers of products and services in the field of information security).

The program of the Ural Forum includes 2 or 3 streams of speeches and discussion sessions; the results of the work are of high practical importance. The proposals of the participants of the forum form the basis of reference documents of regulators of the financial sector. In 2015 following on from the idea developed at the forum to create a single platform for the exchange of information on information security incidents Computer Attack Monitoring and Response Center (FinCERT) in the Bank of Russia was created, which is now a cooperation center on counteracting attacks and fraud in the financial sphere. Within the thematic sessions the forum participants discuss industry and state standards, federal laws and regulations.

The Ural Forum is used by the Bank of Russia as the platform for development and strengthening of international cooperation. In 2019, delegates from 10 countries of the world took part in the Forum, including official delegations of Central Banks from 7 countries, including Russia. An official meeting of the expert group of the information security divisions of central and national banks of the EAEU countries was held within the Forum.

In 2019, the main topic of the forum was reengineering of control and supervisory activities of the Bank of Russia in the field of information security. The management of the regulator and relevant departments announced the short-term and strategic policy of the Bank of Russia to implement risk profiling of credit and non-credit financial organizations and discussed them with market participants.

Issues dedicated to information security were discussed within most relevant topics:

  • Express payments: risks and capabilities;
  • Persistence of financial services and level of control over unauthorized transactions;
  • Agile development method and compliance assessment;
  • Information Security of the Unified Biometric System;
  • Prospects of RegTech and SupTech;
  • Bank-Fraud Management;
  • Fid-Antifraud system;
  • Cyberattack resisting in the financial sphere, modernization of security operations centers;
  • Bank of Russia as information security leader in Digital Economy program.

Location

The forum traditionally takes place in the Republic of Bashkortostan, at the Yubileiny Health Resort on the shore of Lake Bannoye, one of the largest lakes in Bashkortostan. Five kilometers away is the largest in the Urals ski center Metallurg-Magnitogorsk, which includes seven equipped trails with various degrees of complexity for skiing in the light and dark hours of the day.
